Next Chapter 2 Meeting

Chapter II of the Society of Broadcast Engineers will hold its next meeting at 1:00pm on Tuesday, May22, 2012. Our guest speaker will be *Gary Liebisch*, Regional Sales Manager for the Eastern United States at Nautel. The meeting will be held at Salerno’s Café located at 139 Moosic Road in Old Forge, Pennsylvania. You can order lunch off the menu if you so choose.

Mr. Liebisch will be talking about two Nautel products that were award winners that this year’s NAB. They are Nautel Phone Home - Winner of an NAB Pick Hit award from RADIO Magazine, which will allow the Nautel factory to do trend monitoring on customers' Nautel transmitters. And the new Nautel NV-LT Series of FM transmitters 3.5 to 10 kW, offering lower cost, yet high efficiency solutions where Analog-ONLY transmission is needed.

Chapter II of the Society of Broadcast Engineers will hold its next meeting at 1:00pm on Wednesday, May 9, 2012. Our guest speaker will be *John Carapella*, Director of Sales at Axon USA, Inc. The meeting will be held at Perkins Restaurant on route 315 in Pittston Township. You can order lunch off the menu if you so choose.

Mr. Carapella has 34 years of management and sales experience in the broadcast, computer graphics and entertainment industries. He holds a Bachelor of Science in Mechanical Engineering from Manhattan College. He will be speaking about compliance recording solutions as well as “CALM ACT” solutions for broadcast stations.

More broadcasters worldwide are now legally obliged to provide recordings of their transmissions – pretty much on-demand. This is an important part of a broadcast operation. Being able to quickly prove that a transmission actually happened can also help to resolve a dispute, maintain advertiser confidence, or assist support teams in identify and fixing faults.

Our guest speaker will be Guy Fournier Sales Manager, USA and Canada Davicom, a Division of Comlab Inc. The meeting will be held at Perkins Restaurant on route 315 in Pittston Township. Davicom, a division of Comlab Inc., designs and manufactures innovative remote site monitoring and control systems http://www.davicom.com to reduce operating costs and downtime which may be of interest to your organization.

The Davicom MAC (Monitoring, Alarm & Control Systems) allows access to real-time site information, like transmitter status, RF power, antenna VSWR, audio/video levels, mains power presence, temperature, tower lighting, fire alarm and building security status. MAC units provide automation with decision-making features (Boolean Logic) and commands that go well beyond conventional telemetry systems.

Their customers include major broadcasters such as the Canadian Broadcasting Corporation, the BBC and PBS stations and public safety organizations like the North Carolina Emergency Services, the RCMP, the Quebec Provincial Police and Bell Mobility.

Mr. Fournier will be covering “Remote Site Monitoring Applications which will give insight to the hardware and software the system uses. Additionally, he will talk about the smart phone and web access to the system as well as the alarm management the software provides.

Location: WNEP-TV Posting Date 01/30/12-02/13/12 Position Title: IT / Engineer Reports to: Chief Engineer

PURPOSE/REASON FOR THE POSITION:
WNEP-TV in Scranton/Wilkes-Barre, Pennsylvania has an immediate opening for an IT specialist/engineer. The person selected for this position will have the primary responsibility of assisting the IT manager with computer networking functions, day-to-day computer related issues, as well as broadcast equipment maintenance.

PRINCIPAL FUNCTIONS ESSENTIAL TO THE JOB:

  1. Working knowledge of IP/Network based systems including Active Directory, DHCP, Network switching, in particular Cisco switches.
  2. Scripting/programming skills including VB script, PHP and Perl preferred.
  3. Thorough knowledge of Windows and Macintosh Operating systems and administrative tools; also, software programs for each platform.
  4. Broadcast facility experience and familiarity with FCC rules helpful but not required.
  5. Two-year degree in computer networking/analyst helpful but not required.

SKILLS AND KNOWLEDGE REQUIREMENTS:

  1. Must be able to work under extreme deadlines and pressures.
  2. Maintain professionalism through all daily required tasks, scheduled or not scheduled
  3. Must have good communication skills.
  4. Must be proficient in the operation all computer systems and broadcast equipment
  5. Must maintain the high standards of WNEP and Local TV.
  6. Must have good manual dexterity.
  7. Must have good eyesight and hearing.
  8. Must be available on-call and have the ability to work flexible hours.

EAS News

Date: November 10, 2011.
The national test has come and gone. For the most part, the data portion of the test worked correctly, but the audio left much to be desired. Some areas had no audio at all. In our market, we had audio, but about 10 seconds in we experienced a double header and duplication of audio. Stations have until December 27 to report the results of the test.

Date: October 25, 2011.
The special EAS Handbook for the national test has been released and it is available at http://www.fcc.gov/encyclopedia/emergency-alert-system-nationwide-test. Download the Nationwide EAS Test Handbook, print it out and post it at all operator control points before November 9th. This FCC web page is also the entry point for the Nationwide EAS Test Reporting System.

The Third Further Notice of Proposed Rulemaking outlining changes to the FCC's Part 11 Rules governing the Emergency Alert System ("EAS") was published in the Federal Register today. Today's publication establishes the timing for submitting Comments in this proceeding. Comments will be due by July 20, with Reply Comments due by August 4th. Comments can be filed with the Commission on paper, or electronically via the Electronic Comment Filing System

National EAS Test Set for November 9th at 2 PM EDT
Rear Admiral James Barnett, Jr., Chief, Public Safety and Homeland Security Bureau, Federal Communications Commission, today announced that the National Emergency Alert System (EAS) Test will take place November 9, 2011 at 2pm EST. The announcement was made during today's regularly scheduled FCC Meeting. More information will be posted as the date approaches.

The FCC has issued an order modifying part 11.56 of the FCC rules to extend the deadline for the installation of CAP capable equipment until September 30, 2011.

FEMA has approved CAP 1.2 Part 11.56 of the FCC rules states that all stations must be equipped to relay CAP messages 180 days after FEMA approval of the new Common Alerting Protocol. Therefore stations will need new EAS equipment or add on equipment that will enable them to transmit CAP messages by March 31, 2011.
Stations that have an EMNet terminal are already in compliance. Others will have to purchase new or additional equipment. SAGE, Digital Alert Systems and Trilithic offer replacement units. Gorman-Redlich and TFT will be offering addon boxes that connect to your existing EAS system.

PEMA has published a new state EAS plan. All Pennsylvania stations should download a copy, print it out and place it at each operator position along with the federal EAS Handbook.
