Next Chapter 2 Meeting

Chapter II of the Society of Broadcast Engineers will hold its next meeting on Wednesday, December 21, 2011. The meeting will start at 7:00pm (aka 19:00) in the DeNaples Center, room 405 (4th floor) on the University of Scranton Campus. Parking is available in the garage next to the DeNaples center or on the street. A buffet will be served: This is free for current SBE members. Non members will be charged $12.00 If you will attend please reply to Joeglynn@wvia.org so that we have a proper head count.

As is usual, we will hold elections of officers (Chairman, Co-Chairman, Treasurer and Secretary). We hope you can attend. Below are directions:

Directions to University of Scranton Parking Pavilion

From south of Scranton: Take I-81 North to Central Scranton Expressway (Exit 185 (formerly 53)) and follow signs to the University. (Details: Near bottom of hill, bear left at the Y and then stay in rightmost lane. After passing under the railroad bridge, make sharp right turn onto Madison Ave.) Proceed along Madison for one block, at which point you will encounter a STOP sign at the intersection of Madison and Linden. (Landmark: large gray house on corner.) As you cross the intersection, turn slightly to the left in order to remain on Madison. You will then pass by the gray house and Brennan Hall (66 on the map). Just after Brennan Hall, turn right onto the driveway leading to the western vehicle entrance of the Parking Pavilion (68). This entrance is at Level 1, so you'll need to go up three levels to reach Level 4. In case you miss the driveway, simply continue to the end of the block, turn right onto Mulberry Street, and then turn right after one block (where Mulberry meets Monroe Ave.). This puts you on the driveway leading to the eastern vehicle entrance of the parking pavilion. (Indeed, that driveway used to be part of Monroe Ave.) (Landmark: If you pass by a building construction project (on the left), you've just missed the driveway. Now you'll have to turn around!)

From north of Scranton: Take I-81 South to US-6 West (Exit 191B) and merge onto the Scranton Expressway (US-11 South). When you reach a traffic light, you're at the western end of Mulberry Street. Continue east on Mulberry Street, passing through several intersections, the last few of which are with Adams, Jefferson, and Madison Avenues. Upon reaching the intersection with Monroe, turn right onto the driveway leading to the eastern vehicle entrance of the parking pavilion. (The driveway used to be part of Monroe Ave.) (Landmark: If you pass by the building construction project (on the left), you've just missed the driveway and need to turn around.) Note that, before reaching the intersection with Jefferson Ave., you'll need to get into the left lane, as vehicles in the right lane must turn right onto Jefferson. Immediately before Mulberry reaches Jefferson, a third lane forms on the left. This is for turning left onto Jefferson, so don't go there. (In other words, as you reach Jefferson Ave., you should be in the middle lane among the three for vehicles heading east.)

Chapter II of the Society of Broadcast Engineers will hold its next meeting at 1:00 PM on Tuesday, November 29, 2011. The meeting will be held at Perkins Restaurant, 304 Route 315, Pittston, Pa.

Our guest speaker will be Mr. Jon Powell, sales manager at Advanced Fiber Products. Jon is going to do a presentation on the basics of fiber technology. The presentation is for broadcast engineers and is about fibers use in broadcast facilities. It is designed to be a “refresher” on fiber.

Please plan on joining us for this presentation. As always you can order your own lunch if you prefer.

Chapter II of the Society of Broadcast Engineers will hold its next meeting at 1:00pm on Thursday, November 10, 2011. The topic of the meeting will be the previous day’s national EAS test. We will discuss what went right/wrong with the test. The meeting will be held at Savo’s restaurant in the Pittston Plaza. Lunch will be at your own expense should you opt to eat. We look forward to seeing you there and hearing how your facility faired with the first ever National EAS Test.

The program will be a Webinar: Triveni Trained - MPEG101 Broadcast Certification Course. Any one that works in TV should attend and watch this webinar. Mark you calendars and we will see you on Tuesday at WVIA.

Chapter II of the Society of Broadcast Engineers will hold its next meeting on Wednesday March 9, 2011. The meeting will be held at Kings College at 1:00pm in room, Haffey 111 building 15 on map. Kings is hosting the annual NEPA TECH EXPO. More information is listed at this link

You can pre-register for the expo or register on site. Details on where you can park and the room we will hold our meeting in will follow. The Expo is in a different building (33 on the map). The best parking is probably behind building 30: Student parking. You can visit the EXPO either before or after the meeting. See you there.

EAS News

Date: November 10, 2011.
The national test has come and gone. For the most part, the data portion of the test worked correctly, but the audio left much to be desired. Some areas had no audio at all. In our market, we had audio, but about 10 seconds in we experienced a double header and duplication of audio. Stations have until December 27 to report the results of the test.

Date: October 25, 2011.
The special EAS Handbook for the national test has been released and it is available at http://www.fcc.gov/encyclopedia/emergency-alert-system-nationwide-test. Download the Nationwide EAS Test Handbook, print it out and post it at all operator control points before November 9th. This FCC web page is also the entry point for the Nationwide EAS Test Reporting System.

We are about a month away from the first ever nationwide test of the emergency alert system. The SBE national web site has links to various resources, including sample scripts for public service announcments to inform the public about the upcoming test at http://www.sbe.org/sections/gov_eas.php

The Third Further Notice of Proposed Rulemaking outlining changes to the FCC's Part 11 Rules governing the Emergency Alert System ("EAS") was published in the Federal Register today. Today's publication establishes the timing for submitting Comments in this proceeding. Comments will be due by July 20, with Reply Comments due by August 4th. Comments can be filed with the Commission on paper, or electronically via the Electronic Comment Filing System

National EAS Test Set for November 9th at 2 PM EDT
Rear Admiral James Barnett, Jr., Chief, Public Safety and Homeland Security Bureau, Federal Communications Commission, today announced that the National Emergency Alert System (EAS) Test will take place November 9, 2011 at 2pm EST. The announcement was made during today's regularly scheduled FCC Meeting. More information will be posted as the date approaches.

The FCC has issued an order modifying part 11.56 of the FCC rules to extend the deadline for the installation of CAP capable equipment until September 30, 2011.

FEMA has approved CAP 1.2 Part 11.56 of the FCC rules states that all stations must be equipped to relay CAP messages 180 days after FEMA approval of the new Common Alerting Protocol. Therefore stations will need new EAS equipment or add on equipment that will enable them to transmit CAP messages by March 31, 2011.
Stations that have an EMNet terminal are already in compliance. Others will have to purchase new or additional equipment. SAGE, Digital Alert Systems and Trilithic offer replacement units. Gorman-Redlich and TFT will be offering addon boxes that connect to your existing EAS system.

PEMA has published a new state EAS plan. All Pennsylvania stations should download a copy, print it out and place it at each operator position along with the federal EAS Handbook.
